GOVERNMENT The form of government in Bhutan is as unique as the country. It is one of the only democratic (or constitutional) monarchies in the world. The writing of Bhutan’s constitution began in 2001, and the draft of the Tsa Thrim Chhenmo (Supreme Constitution) was distributed to all citizens of Bhutan for feedback in March 2005.
